I think that they should have higher security systems and always have a few guards on duty with weapons to use or to frighten the rebels or any criminals.They should also have more police officers of if an attack is taking place at two different locations at the same time they can have enough officers to go and fight these attacks.Also have more security cameras so the guards can see when the rebels or a criminal is approaching the station or the school. No one is doing anything about because it has just taken place they are still panicing.

CCTV camera's aren't cheap and they'd probably have to get a few each location. Maybe you could write a kind of proposal directed to the government proposing what had happened and what you could do, in this case, installing better security.
